We have seen a recent increase in COVID-19 cases, with 97% of the positive SOFA-status cases being not fully vaccinated. With enough of the joint population inoculated, our health, readiness, and quality of life will significantly improve.  We are aggressively vaccinating the joint force here on Okinawa, and while the vaccine remains voluntary, all III MEF personnel and family members are strongly encouraged to take the vaccine. USNHO recently opened COVID-19 vaccinations to beneficiaries, including dependents ages 30 and up.

Per FRAGO-005 to III MEF/MARFORJ COVID-19 Outbreak Response EXORD 21-001, the following safety protocols are in effect as of 1800 on 22 January, 2021:

-Off-base liberty and participation in off-base activities for III MEF/MARFORJ personnel in Okinawa is prohibited, with the exception of essential services and off-base outdoor physical fitness activities.

-All III MEF/MARFORJ personnel are required to wear a face covering when indoors both on and off-base when in the presence of someone who is not a cohabitant (including barracks, residences and office spaces).

-Commanders are required to minimize the number of personnel in office spaces and ceremonies, while maximizing virtual attendance.

Per FRAGO-004 to III MEF/MARFORJ COVID-19 Outbreak Response EXORD 21-001, the following safety protocols are in effect as of 1600 on 13 January, 2021:

- All Okinawa based personnel will conduct a 14-day ROM with COVID-19 test if
they have traveled to or through an off-limits area in mainland Japan.

Per FRAGO-003 to III MEF/MARFORJ COVID-19 Outbreak Response EXORD 21-001, the following safety protocols are in effect as of 1600 on 21 December, 2020:

- If traveling from a CDC Level 3 or 4 country, a 14-day travel ROM with a negative PCR COVID-19 exit test is required. In Japan, all SOFA personnel arriving via MILAIR or commercial air a 14-day travel ROM (on a U.S. installation or at the individual’s personal residence) with a negative PCR COVID-19 exit test is required. ROM at a location other than the home station requires host installation commander approval. An additional 14-day ROM at final destination is not required unless utilizing the Patriot Express.

- Off-base dining, flea markets, and other markets where social distancing can be maintained are again authorized due to improvements in the off-base COVID situation. This policy is subject to change as the situation develops.

Per FRAGO-002 to III MEF/MARFORJ COVID-19 Outbreak Response EXORD 21-001, the following safety protocols are in effect as of 0800 on 16 December, 2020:

- III MEF/MARFORJ personnel will wear cloth or similar material face covering that cover the nose, mouth and lower portion of the face when they cannot maintain six feet/ double arm interval of social distance in public or work areas. When inside in non-residential settings, wear an appropriate face covering in accordance with CDC guidance.

Marine Corps Installations Pacific has released new guidelines lifting restriction on the use of Taxis on base and resuming visitors passes aboard Marine Corps Installations. Effective 1200 on June 17, 2020 Taxis will be available for use on Marine Corps installations in Okinawa and personnel can request daily visitor passes for off-base visitors.

Update 1:

U.S. Forces Japan has directed a reduction to Health Protection Condition “Bravo” throughout Japan effective June 12. USINDOPACOM authorized III MEF commands in Hawaii to begin a transition to HPCON “Bravo” on June 10. Marine Forces-Japan will begin the transition through coordination with USFJ on June 12. Although there are no immediate changes to the HPCON measures, III MEF is regularly reevaluating the situation based on recommendations from public health professionals.

Update 1:

 

This week certain off-base HPCON restrictions were lifted allowing III MEF personnel to take advantage of off-base restaurant services. It is important to remember to enjoy your time off base responsibly. Certain resources that were available before the pandemic currently remain restricted under HPCON guidelines, such as taxis, daikos, public transportation, and traveling in groups. Now that we are gradually returning back to a new normal state, it is no time to let our guard down and make poor decisions that put our lives, the lives of those around us, and our careers at risk. It is imperative that you have a plan if you decide to drink alcohol. Always remember "Not 1 Drop" when you drive.

 

Some of your current options to drink responsibly are: 

 

-Having a friend with you that is a designated driver

-Using Fidelis Rides services

-Coordinating a plan to have a friend pick you up

Update 1:

MCCS will continue a phased resumption of activities with the most recent updates including the following reopenings that take effect starting Friday, June 5.

 

- Non-contact adult and youth sports such as baseball, softball and volleyball are permitted on MCCS athletic fields and outdoor courts. Basketball, soccer and football are not permitted. Call your local fitness center for field and/or equipment reservations.

- Group fitness classes for groups of 10 people or less with social distancing, etc., are being scheduled to resume starting next week.

- CREDO Marriage Retreats for groups of 10 people or less will resume.

- New Parent Support Program home visits will resume.

- Transition Assistance in-person counseling sessions for individual, transitioning Marines will resume.

- Substance Abuse Counseling Center in-person counseling for groups of 10 people or less will resume.

- SAPR Victim Advocate in-classroom training for groups of 10 people or less will resume.

- Military Classification/Certification in-classroom testing for groups of 10 people or less will continue.

- Tsunami Scuba equipment rentals, dive classes and charters for groups of 10 people or less will resume.

- Foster Framing and Fine Arts and The Custom Shop will reopen.

- Taiyo Golf Club custom-club fittings and large-group shotgun starts will resume.

- MCCS Special Events equipment rentals such as water slides will resume (except for bounce houses).

- Officer, SNCO, NCO and Enlisted Lounges will reopen with social distancing and occupancy limits; alcohol sales end at 9 p.m. with closures at 10 p.m.

- Gaming Rooms at the Ocean Breeze on Camp Foster and at Taiyo Steakhouse have reopened, with other facilities to reopen shortly.

Effective 4 June at 0800, MARFOR-J has relaxed additional restrictions after a thorough review to ensure the safety and well-being of our force, families, and communities based on the current status of the COVID-19 pandemic.

Updated guidelines include:

- MARFOR-J Personnel will be allowed to utilize off-base retail stores as long as they practice social distancing and wear masks.

- Personnel will be able to dine-in at off base restaurant’s outdoor seating areas.

MCCS Okinawa announced effective 03 June all authorized patrons will have access to MCCS fitness facilities. All fitness centers will resume normal, pre-COVID-19, operating hours and "active duty only" hours will no longer be in effect. The secretary of defense signed a memo to transition to a conditions-based phased approach to personnel movement and travel restrictions. While the COVID-19 pandemic still presents risk to DOD Service members, their families, and our civilian workforce, improving conditions warrant a transition in our approach to domestic and overseas personnel travel to a conditions-based, phased approach to personnel movement and travel. All DOD service members, and DOD civilian personnel and dependents of DOD service members and of DOD civilian personnel whose travel is government-funded, will stop movement, both internationally and domestically, while this memorandum is in effect, unless the conditions listed in the memo are met. Conditions to resume unrestricted travel rests on two overarching factors: 1) state and/or regional criteria based on the administration’s Opening Up America Again guidelines and 2) installation-level factors based on conditions on and surrounding DOD installations, facilities, and locations.

This morning new guidelines from III MEF, Kadena Air Base, US Army Garrison Okinawa, Navy Commander of Fleet Activities Okinawa, and MCCS went into effect. Many previous off-base restrictions were lifted and many on-base activities have reopened. We understand that everyone is eager to enjoy Okinawa and all the great amenities and restaurants, but we ask you to continue to take precautions and practicing proper social distancing and good judgement with all activities. Now is not the time to let our guard down, stay vigilant.

MCCS will begin a phased re-opening of select activities/facilities starting on Thursday, May 21. The commander of U.S. Forces Japan, Lt. Gen. Kevin Schneider, extended the Public Health Emergency (PHE) for all of Japan. This order extends the previous Japan-wide PHE declared on April 15, 2020.

The PHE will remain in effect through June 14, 2020, unless it is renewed or terminated sooner by the USFJ Commander.

The Department of Defense released on online screening tool for individuals to assess their level of risk of COVID-19 infection. The screening tool provides a simple survey for anyone at home to follow without having to expose themselves or others around them to potential infection. DODEA GRADING INFORMATION FOR 2019-2020:

We recognize the challenges of providing equitable high-quality learning opportunities to all students via distance learning. Therefore, DoDEA teachers will continue normal grading of assignments and assessments in Q4. Once Q4 grades are calculated in courses where new content is taught, Q4 grades will be compared to Q3 grades for each course. Students will receive the higher of the two grades for each course on their Q4 report cards.

DoDEA teachers will continue to be flexible and provide opportunities for students to submit late work or redo assignments for credit.

DoDEA Schools:

The following decisions have been made regarding the remainder of the 2019-20 school year:

School buildings in Japan, Okinawa, and Guam will stay closed to students. Online learning and teaching will continue in all DoDEA schools across the Pacific;

School buildings in Korea are closed to students and maintaining online teaching and learning will remain the focus; however, we will keep a flexible approach that could allow any of the eight schools on the Korean peninsula to reopen before the end of the school year if conditions established jointly by the command and DoDEA are satisfied.

The service is funded by the Department of Defense and Coast Guard Mutual assistance and no cost to eligible students. At Tutor.com, students get personalized help in more than 100 subjects for grades K-12 and college students, including math, writing, reading, ELL, science, English, social sciences, history, accounting, finance, nursing, world languages, computer science, study skills, test prep and more. They also offer tutoring in Spanish for some math, science and social studies subjects for native Spanish speakers. Every tutoring session is anonymous and takes place in a secure online classroom.

USFJ has tasked all active duty military personnel within Japan to maintain a daily contact tracing record. This will include information related to the following:
1. Being within approximately 6 feet (2 meters) of an individual for longer than 10 minutes;
2. Anyone with whom they had physical contact while caring for, living with, or visiting;
3. Anyone with whom they shared a health care waiting area; or,
4. Anyone having direct contact with an individual’s secretions (e.g., being coughed or sneezed on, coughing or sneezing on).

The contact tracing record is to be reviewed solely by medical teams ISO of a COVID-19 trace investigation.

Members of the civilian component, SOFA-status dependents, and Master Labor Contract, Mariners Contract, and Indirect Hire Agreement employees (LN employees) are highly encouraged to maintain a daily ‘contact tracing’ record. Failure to do so could result in denial of access to USFJ military installations.

MCCS Fitness:

As part of ongoing MCIPAC efforts to mitigate against the spread of COVID-19, MCCS Okinawa’s outdoor HITT Centers will reopen Thursday, April 23, 4:30 a.m. to 9:30 p.m. daily, with the following guidelines:

- Access will be provided on a first-come, first-served basis only to active-duty service members stationed on MCIPAC installations.

- Face coverings will not be required.

- All equipment at our existing HITT Centers including free weights, dumbbells and kettle bells will be available for use.

- Patrons must wipe off equipment before and after use with the available disinfectant wipes.

- Max patron counts will be enforced at each location to promote social distancing

- Fitness Centers will remain closed

Beginning Monday, 20 April, the MCCS Okinawa Libraries will suspend public access to mitigate the community spread of COVID-19.

Libraries will continue to provide virtual reference services via phone, Facebook Messenger, and by emailing libraryprogram@okinawa.usmc-mccs.org.

Facilities will also be fulfilling 3D Print requests and delivering requested books, DVDs, and other library items during our regular operating hours via curbside delivery. Marine Forces Japan is taking additional protective measures to mitigate the risk to our families and local communities as the cases of COVID-19 continue to grow in Okinawa and throughout Japan. These measures, some of which can be seen below, go into effect April 17. For a full list of the changes, please contact your chain of command.

-ALLOWED: Go to off-base establishments for essential services.  Essential services are medical and veterinary appointments, groceries, banking, bill payment, gas/service stations, and postal services.

-ALLOWED: Enroll your family in the AtHoc notification system. A CAC holder can register a family.

-NOT ALLOWED: Participate in off-base liberty.

-NOT ALLOWED: Go to off-base establishments that are not identified as essential services. (This includes childcare, schools, and off-base residences that are not your own.)

-NOT ALLOWED: Go to off-base restaurants. (This includes take-out and drive-through.)

-NOT ALLOWED: Take annual leave.

-NOT ALLOWED: Participate in activities with more than two individuals or with more than your family.

 

Update 1:

April 16, Under Secretary of Defense for Personnel and Readiness Matthew Donovan signed a department-wide authorization for service members to accrue and retain an additional leave balance of up to 120 days. The department's actions to stem the spread of COVID-19 has significantly limited the ability of service members to take leave during this national emergency, and we know that leave is vital to the health and welfare of our force.

The commander of U.S. Forces Japan declared a public health emergency for all of Japan, Apr. 15, 2020. This order expanded the previous declaration, which included only the Kanto Plain region. The declaration ensures commanders possess the necessary authorities to enforce compliance with health protection measures. It is applicable to anyone with access to U.S. installations or facilities and includes military, civilians, contractors, and host-nation employees.

New guidance from Defense Commissary Agency (DeCA) regarding wear of facial coverings:

Effective April 10th, all DeCA employees and patrons MUST wear a face covering when entering, working or shopping in any DeCA Commissaries or facilities. If an installation commander has already issued a directive to require face coverings in DeCA Commissaries, this order shall not supersede their policy, and all patrons and employees shall adhere to current rules. This April 10 requirement applies where no local guidance has yet to be promulgated.

III MEF would like to take a moment to thank everyone for continued compliance with recent DoD guidance on wearing a face mask or cloth face protection. As a reminder, the Marine Corps Combat Utility Uniform MCCUU should not be used to create masks due to it being treated with permethrin as a bug repellent. Due to the potential of toxicological exposure to permethrin via Inhalation, any permethrin treated material should not be used as face protection.

Update 1:

Effective Thursday, April 9 at 4 a.m., all MCCS Fitness Centers island-wide will suspend operations for two weeks.

LifeJuice Cafés co-located in MCCS Fitness Centers on Camps Courtney, Foster, Hansen, Kinser, Schwab and MCAS Futenma will also close during this two-week period.

- NOT ALLOWED: Use of non-military public/ mass transportation (buses, trains, taxis, etc.)

- NOT ALLOWED: Take off-base leave outside of your residence.

-NOT ALLOWED: Move to or from any location with more than two individuals or one family per vehicle.

 

Update 2: 

In an effort to maximize social distancing, the USNH Okinawa Camp Foster pharmacy will be implementing a curbside service for prescription pick-up starting Wednesday 08 April 2020. This will apply to renewals, refills, new prescriptions, and emergency contraceptives. We will not be offering smoking cessation consultations at this time.

Before coming to the pharmacy, it is highly recommended that patients call ahead at 646-WELL to speak to a pharmacy staff member for advanced processing to minimize wait times. For prescription refills, please continue to use 098-971-7999 or use TricareOnline. Once the prescriptions have been processed, the pharmacy staff will contact you via a text or a call to notify you that the prescription is ready for pickup. Please do not walk into the hospital to pick up your prescriptions. In your vehicle, please follow the signs and proceed to the Southern entrance, near the flagpole, of the hospital to pick-up your prescriptions. For those without a vehicle, the process is the same but with a separate queue for pedestrian traffic.

 

Update 1: The DOD has released new guidance on the use of face masks, see below. 

"Effective immediately, to the extent practical, all individuals on DoD property, installations, and facilities will wear cloth face coverings when they cannot maintain six feet of social distance in public areas or work centers (this does not include in a Service member's or Service family member's personal residence on a military installation). This includes all:

• Military Personnel

• DoD Civilian Employees

• Family Members

• DoD Contractors

• All other individuals on DoD property, installations, and facilities

Exceptions to this requirement may be approved by local commanders or supervisors, and then submitted up the chain of command for situational awareness. Security checkpoints may require the lowering of face covers to verify identification."

Update 2: As the challenges presented by COVID-19 continue to unfold, if Marines with an End of Active Service or retirement date in the next few months need more time to implement a successful transition, they can request extensions within the fiscal year via their career planner and Manpower Management.

Update 1: Effective April 3, Japan will deny entry for travelers arriving from the U.S. and 72 other countries. Per USFJ order, all SOFA personnel are not permitted to use public transportation upon arrival and will undergo a 14-day quarantine at their installations. It is still imperative that you work with your departing and incoming units to ensure you fall within the travel exemption policies.

Update 2: The Department of Defense recently published guidance regarding how COVID-19 positive cases in the U.S. military will be publicly reported. 

In order to maintain operational security, only the Office of the Secretary of Defense or Headquarters Marine Corps will release aggregate numbers of confirmed COVID-19 cases.   Those numbers will be consolidated at the DoD/Service levels.

Numbers of people in isolation, quarantine, or possibly infected will not be released.

That said, to strike a balance with protecting operational security while maintaining transparency regarding the spread of the virus, we will share Marine Corps Installations Pacific’s Facebook announcement when an individual* on Marine Corps Base Camp Butler** has tested positive for COVID-19.  If known, we will share how the individual became infected.  No further details will be released about positive cases, for example: the employment/duty/SOFA status, age, or gender of the individual.  We will not provide a running tally. 

* “Individual” comprises service members, employees, contractors, and family members.

** For the purposes of this reporting, MCB Camp Butler encompasses all Marine Corps installations on Okinawa to include MCAS Futenma.

U.S. Forces Japan (USFJ), Marine Forces Japan’s higher headquarters, is implementing the Department of Defense (DoD) COVID-19 vaccine plan centered on a standardized and coordinated strategy for prioritizing, distributing, and administering the COVID-19 vaccine. 

On December 18, the U.S. Food and Drug Administration issued an emergency use authorization (EUA) for Moderna’s vaccine for the prevention of COVID-19.  Next the CDC’s Advisory Committee on Immunization Practices will review the proposed vaccine and make recommendations to CDC, in meetings scheduled to occur this weekend (19-20 Dec).  After CDC issues formal approval of the vaccine, which may be as early as Monday, the Moderna vaccine will be shipped by DoD.  Moderna’s vaccine is the one initially scheduled for distribution to the USFJ population. 

USFJ will use DoD’s phased approach to vaccinate all Active component, Reserve component, TRICARE Prime and TRICARE Select beneficiaries, and select DoD civilians and contract personnel authorized to receive immunizations from DoD.

DoD has identified a limited number of controlled pilot sites to validate COVID-19 vaccine distribution, administration, and reporting processes, which will then inform the Department’s selection of additional distribution sites. Kadena Medical Facility is among the selected pilot locations.  This facility will receive a very limited amount of vaccinations for pilot-process administration within the coming days. U.S. Naval Hospital Okinawa and mainland facilities at Misawa Air Base, Yokota Air Base, Fleet Activities Yokosuka, and Camp Zama have been added by DoD as expanded pilot administration sites that will receive initial vaccine shipments at the same time or shortly after Kadena.  The timeline for the large-scale distribution of vaccine doses has not been solidified yet.

Immediate vaccination administration prioritization will focus on those providing direct medical care and emergency services (e.g., EMS/Fire/Public Health and Safety/Medical Personnel). 

We continue to prioritize the health and safety of our community here in Japan as we support COVID-19 response efforts, while maintaining readiness and operational capabilities across the region.

It is critical that the USFJ community remain vigilant and continue to practice COVID mitigation measures until the risk of COVID-19 is substantially reduced.  USFJ has made no change to its HPCON level and remains under a Health Protection Emergency.  All USFJ personnel must continue to wear appropriate masks, practice physical distancing, wash hands, and follow restrictions of movement to protect the health and safety of our community on and off our installations.
