DOD MASS NOTIFICATION AND WARNING SYSTEM

ATHOC


Per DoDI 6055.17, Sect 5, Para 5.5.c(1) “All DoD military and civilian personnel and contract support personnel whose normal place of duty is on a DoD installation or within a DoD facility… must ensure that their personal contact information, including after-duty hours contact information as appropriate (e.g. personal cellular phone numbers or landline phone numbers numbers), email addresses, home address, etc., are entered into the Mass Warning and Notification  (AtHoc) system and regularly updated or verified every 90 days to remain current and accurate.”

AtHoc allows for registered users (military and dependents) to receive emergency notification alerts through their work computer and AtHoc cellphone app. To receive notifications using AtHoc, sponsors much first register themselves and their dependents on a MCEN or Common Access Card computer by following the below steps.

UPDATING ATHOC PROFILE INFORMATION and dependents

Personnel must use their Common Access Card to update personal information. Personnel need to select the appropriate command and installation where they are assigned, as well as provide valid phone numbers and email addresses.

Personnel are required to also add dependent information if applicable, including all contact methods for each dependent.

To update your information:

1. Right click on the white globe with purple ring located in your bottom right task bar of your work computer.

2. Choose "Access Self Service."

3. Go to "My Profile" tab and click "Edit" in the top right hand corner.

4. Under "My Profile" enter your user information. At a minimum, you should have your work phone, mobile phone and text messaging; the last two fields will be where you add your government cell phone number (if applicable). It is highly recommended you add your dependents' numbers and a personal email address as well.

1. Install Blackberry AtHoc App

2. Allow notifications

3.“Registration” window will appear, use REGISTERED email address and click ”Continue”

4.“Add Organization” window should appear. Enter Organization Code: MCIPAC

5. Validate email address by clicking on link in email sent from AtHoc App using mobile device

6. “Open this page in AtHoc Notifier” message will appear, click “Open”

MCCS LIBERTY APP

The MCCS liberty app provides valuable resource for service members. Japan Disaster Warning system

J-ALERT

J-Alert is the Government of Japan's early warning system that transmits
high-priority emergency information, such as emergency earthquake information, tsunami information, or even missile launch information as soon as possible to the public. J-Alerts are transmitted to all phones that are connected to Japanese cell towers. J-Alert messages are sent in Japanese only but the Government of Japan has provided a mobile app that provided translated J-Alerts called "Safety Tips" for translating J-Alerts and a method for translating J-Alerts on phones with Japanese service providers.

 

INSTALLING "SAFETY TIPS" FOR J-Alert EMERGENCY INFORMATION IN ENGLISH

The Japan Tourism Organization has made available an android and iPhone app called “Safety tips” that “pushes” information alerts to users about disasters in multiple languages, including English! This app provides disaster information to international visitors. It provides push notifications of Earthquake Early Warnings, Tsunami Warnings, Weather Warnings and Eruption Notices issued in Japan. In addition, there is an action flowchart showing evacuation actions to be taken in light of surrounding circumstances. There is also a communication card for obtaining information from the people around the area, along with useful links that provide information in times of disaster. Civil protection information such as information about ballistic missile launches that the Fire and Disaster Management Agency distributes are also available.

J-ALERT ENGLISH EMERGENCY NOTIFICATION PROCESS FOR PHONES WITH JAPANESE SERVICE PROVIDERS

Cell phones across Okinawa receive emergency text notification in Japanese from their mobile phone service providers such as Softbank, AU, and Docomo. To change the notification language to English, follow the steps below:

*Users need their unique email address generated by their Japanese mobile service provider to complete the process below*

  1. Getting Started
    1. Scan the QR Code                                                                                      
    2. Select the URL and visit the website provided
    3. Click "Registration/Change/Cancelation"
  2. Email will automatically open.
    1. Do not change the subject or body of message
    2. Click "Send"
  3. Email will be received in your inbox containing a URL Hyperlink
    1. Select URL Hyperlink
    2. Read information carefully then click "I Agree"
  4. Select region you would like to receive notifications from
    1. Click "Next"
  5. Select Communities
    1. Select the communities you would like to receive notifications about
    2. Click "Addition", select the region(s) you wish to obtain the distributed evacuation information.
  6. Select Weather/Hazards
    1. Use the drop down arrow to each option to choose which emergency notifications you would like to receive
    2. Click "Next"
  7. Review
    1. Ensure all notification settings, click "Registration"

A page should appear stating "Successfully Registered"

Typhoon Emergency Communications

Warnings of approaching storms, as well as typhoon tips and precautions, are broadcast over AFN radio and television. Current local weather information, including tropical cyclone conditions of readiness, is available on the Kadena Shogun Weather homepage.

Okinawa residents can also get up-to-date pathway projections for typhoons via the Joint Typhoon Warning Center's homepage.

Read the Typhoon Guide for more details on typhoon preparedness. The Kadena Connect App, and AtHoc app will provide valuable and timely information regarding TCCOR levels.

Download the emergency card, print it, cut and fold to have the card to carry on your person. The card includes emergency information for who to contact while in Okinawa on the front side and who to contact while outside of Okinawa but in Japan on the back.
